Scallops in Parchment with Fennel, Tomatoes, Olives

I found this recipe online as published by Health Magazine.  I have made it a number of times. It looks very fancy once you serve it on the plates but it is actually very fast and simple to make.  It also works very well if you are entertaining. The parchment packets lock in intense flavor while the ingredients steam in their own juices. You can serve with or on rice, quinoa or any other grain.
